President Wilson explained that he had vetoed the Prohibition Enforcement Bill because of the inclusion of clauses enforcing wartime prohibition. President Wilson contended that only those clauses based upon constitutional amendmont ought to be included. Congressleaders hope to pass the Bill over the veto.
