The committee of the Chamber of Deputies framed a report in favour of the Peace Treaty with Germany except the part relating to the trial of the. Kaiser. Received Oct. 30, 9 a.m. Washington, Oct. 27. The Senate is considering Senator Moses's amendment limiting British votes. Senator Knox argued that the United Kingdom ought not to possess higher voting power than the United States. Ratification by three Powers allowed the United States to resume relatfons with Germany, therefore action by Congress would not affect America's commercial relations one way or the other.
