NOTE FROM U. S.A. TO MEXICO. MEXICO MUST PAY THE BANDITS. United Press Association— By Electric Telegraph-Copyright. Received Oct. 28, noon. Washington, Oct 25, The State Department has sent a Note to Mexico demanding that Government shall bring about the immediate release of the United States Consular officer, Jenkins, who has been captured by bandits who are demanding 150,000 ransom. The State Department points out to Mexico that she must pay the ransom if necessary.
