PARLIAMENT.
LEGISLATIVE COUNCIL. Per Press Association. Wellington, Oct. 23. The Legislative Oouncil met at 3.30 p.m„ “The Women’s Parliamentary Rights Bill (No. 2> was read a first time. The Council agreed to an amendment made by the House in the Chattels Transfer Amendment Bill. Sir Francis Bell moved the second reading of the Treaties of Peace Bill. He said that while the acceptance of the mandate over Samoa entailed responsibilities the Government felt it would be a craven and cowardly act to refuse to accept it. The Bill was read a second time, and, with the External Affairs Bill, which provides for the setting up of a Department of External Affairs, was put through committee. The Public Health Amendment Bill and Expeditionary Forces Voting Bill were read a second time. The Council adjourned at 4,45 p.m. The House met at 2.30 p.m. •
