Senator Jones proposed that the Senate attach a paragrapli to the ratification resolution providing that thp United States shall withdraw' from the League in two years unless China’s sovereignty is restored in Shantung, Britain settles the Irish question satisfactorily to the Irish people, Egypt gets complete independence, and all League members abolish conscription before then. Mr McCumber submitted to the Senate a resolution comprising reservations. He argued that they were mild restrictions covering the Monroe Doctrine —United States withdrawal from the League, Article Ten, Shantung and equalisation of League Council voting power. The Democratic Senators will confer to decide whether they will accept reservations.
