Mr McCumber submitted to the Senate a resolution comprising reservations. He argued that they were mild restrictions covering the Monroe Doctrine —United States withdrawal from the League, Article Ten, Shantung and equalisation of League Council voting power. The Democratic Senators will confer to decide whether they will accept reservations.
