INTERNATIONAL TRADE CONFERENCE.

The special committee of the International Trade Conference unanimously adopted a plan for a permanent International Chamber of Commerce, the membership to be strictly limited to countries joining the League of Nations. It was pointed out that till the United States ratifies the Treaty of the League, she will not be eligible. The Chamber will have permanent international headquarters at Geneva. The Board of Directors will consist of two members from each nation, one member being permanently attached to the international headquarters. There will also be bureaux in each country, ana regular meetings of the international body at intervals ot two years, with special meetings when necessary.
