Details of the Constitution aims of a new Siberian State, received in London, .confirm it entirely as sympathetic with the Entente and the people arc eager to raise an army to resist German aggression. The Provisional Government insists tnai. Siberia is still a part of Great Russia. It recognises Russian prerevolution treaties and financial obligations, and repudiates Bolshevik laws. It seeks the country’s complete reorganisation The Duma will be elected on the basis of universal suffrage.
