JAPANESE WATCHING THE SITUATION.
MAY TAKE MILITARY ACTION. TO ASSIST RUSSIA.* v Recived Feb. 2:5, 10 a,m, Tolno, Feb. 22. The menace of Petrograd is ex. citing the closest attention in view of the imminence of complete German domination of Russia. There is special significance in the presence of Japanese warships at Vladivostok. Japanese assistance has hitherto been pnrety naval and financial but may shortly rake another form because the German continued advance will probably give the Germans control of the transSiberian railway. A BOLSHEVIK ORDER. GERMANS MUST BE RESISTED. Petrograd, Feb. 22. The Bolsheviks have issued a proclamation ordering the Russians to resist the German advance.
