REQUIRES THE WHOLE BALTIC COASTReceived Feb. .23, 10 a.m. Amsterdam, Feb. 23 Germany regards the proposals made at Brest Litovsk as being annulled, It is believed that she is now determined to demand the whole of the Baltic Coast, including 'the possession of the Russian Baltic Fleet. The Germans have levied on Warsaw 300,000 marks as punishment for the recent disorders.
