United Press Association—By Electric Telegraph—Copyright. Times. London, Feb. 21. The Registrar-General’s statistics for 391 G have been issued. They show the lowest birth and deathand almost the lowest marriage rates on record. The marriage rates of widows is the highest for thirty years. Births exceeded deaths by 377,030, excluding war fatalities,, which are believed to be much under these figures.

The German figures for the same period are:—Births 1,103,000. Deaths 1,331,000. These figures practically exclude war fatalities.
