London, Bee. 19, Arthur Henderson, in an article in the Manchester Guardian, says that under the new Constitution the Labour Party will bo founded on National Trade Unions, Socialist Societies and local Labour organisations. Industrial democracies, rather than State organisation of industry, was the ultimate aim it had in view. Internationalism was a cardinal doctrine of the Labour movement, but the Party would not suffer its internationalism to supplant tho ideal of Empire. That must be an alliance of free peoples under Democratic Governments. Tho lirst step would bo to make Britain a democatic State.
