Speaking- on the Discharged Soldiers’ Settlement Act Amendment Bill, Mr E. Newman (Rangitikoi) said that the Bill showed evidence of having keen drawn np hy a man wiio thoroughly understood his business. The success of the soldiers’ settlements so far had been in a great measure due to the extreme interest taken in the matter by the Land Boards. Tno soldier’s great difficulty was in the lirst year or 18 months’ and during that peirod ho needed all the sympathy the Minister and the Land Boards could afford him. It would be a very good thing if there was more co-operation in the purchase of expensive implements. On each settlement there should bo an experienced farmer who could act as the agent of the Government and take charge of the implements, thus obviating needless purchase by all soldiers on the settlement of implements of the same kind. Another matter which the Government must seriously consider was tho provision of schools in districts where soldiers were to be settled.
