A manifesto, signed by many business men and educationalists, urges the initiation of a national scheme of industrial reconstruction, whereby workers may participate in the government of industry.

Dr Miohailis broadly stated tho peace which Germany was fighting tor, namely free development on the Continent and overseas. She most strive to prevent an economic offensive succeeding the present armed offensive against her. She must have markets abroad. Hence her ships must be allowed freely to enter the world’s ports and it her enemies refused such peace German submarines must continue their work.
