It is now for the first time revealed that Tuan Shih Kai’s precipitate massing of northern troops at the Yangtse was due to southern agents poisoning him with arsenic. He lay in a state of collapse for many days, and only the violent medical methods saved his life. Berlin, August 30. China has expressed regret at the incident on the Yangtse c ompelling the Emden to bombard rebel forts.
