The Times, in a leader on the American tariff, says it is not a free trade measure nor even tends towards free trade. The policy underlying the Bill is still protectionist. Its democratic character lies in its claim to. protect not particular groups, but the mass ot the people and in the withdrawal of protection from ' those organised industries which take advantage of a high tariff to establish monopolies at the people's expense. -
