The Duke of Bedfprd in a letter to the Times points out that Army reforms resulted in increased expenditure of £223,000, while the-estab-lishment was reduced by 145,000, and the number of men serving by 106,000. He adds that the safety of the Empire absolutely depends upon keeping our foreigu garrisons up to fall establishment and by our own unaided strength we mast stand or fall. Wc cannot expect support from the navy because naval strategy confines the whole fleet to the North Sea.
