The Times in a leading article says that Great Britain was extremely ill-advised to refuse to take part in the Panama Exhibition at San Francisco in 1916. “It is always annoying,” the article goes on, “to be obliged to acknowledge a mistake, but we credit onr rulers with statesmanship enough to make good a blunder when they know that one has been made.”
