The Duke of Connaught, speaking at Winnipeg on the Boy Scout movement, said ignorant and mischievous people sometimes characterised it as a militarist scheme, hut if the aims such as the movement inculcated could be described us militaristic then certainly militarism was t' e best possible tiling fox’ any nation.
