At the Peace Convention japan proposed to prohibit vessels bound for the scene of hostilities victualling or coaling at neutral ports. Britain supported and Russia and France opposed the proposal. At the Peace Convention China supports Britain’s proposal to restrict the employment of anchored submarine mines and abolish floating mines. It was stated that hundreds of Chinese fishermen and sailors perished through submarine mines during the Russo-Japanese war.
