In the House of Commons Mr Birrell, in reply to a question announced that ho intended to prosecute Mr Kelly, the Irish magistrate, in connection with his speech cabled on the 14th. [Mr Kelly, according to the report, declared that if Lord Ashtown, a local landlord, who is under constant strict police protection, lived at Killane or Lougrea he would have been on a stretcher long ago, the samo as John Blake, who was shot dead in 1883. Kelly added that tho men of Woodlawn lacked courage and manliness to treat Ashtown as they should. ]
