rpO THE DISTRICT ELECTORS X OF THE BOROUGH OF MARTON. LADIES AND GENTLEMEN, I beg again to solicit vour interest and votes. On my election last year I found matters both administratively and financially in a tangled condition. I promised to overhaul both, and, if possible, cither to reduce the price of gas or the heavy special rate on the gas loan. In attempting the overhauling I met with great opposition from a large section of the Council, and due inquiry into the heavy defalcations of two years ago was burked; but I claim that by my unremitting personal attention the administration shows uracil improvement, and is now on a safe footing. And, provided there is a continuance of the obviously necessarily personal attention there need be no fear of future defalcations. With regard to past defalcations it must always remain a matter for regret that the ratepayers were wilfully and systematically misled and deceived by tarnuliddles expressed by ni?n whose first dirty was to show up aud own up frankly the whole extent of the discrepancy and the fault. Instead, some of those men did their utmost to avoid and finally succeeded in avoiding a proper and due in-

qvury. With regard to tho gas, I have redeemed my promi.se to reduce the price. Further, I claim that Borough matters now receive more attention, and are discussed more freely and openly (as they should be) than perhaps ever before. As to the future, I beg to point out that no project, good or bad, involving a loan, either of mine or of the Council, can be carried out except by consent of the ratepayers. But I promiso that if a lean bo raise'd for any purjjose it shall not, with my consent, to supplemented out of the general fv.nd. I may point out that those tactics have been indulged in previously. And loans thus tieavily supplemented without tho knowledge or consent of the ratepayers are one of tho causes of tho present heavy general rate. I propose to further reduce the price of gas, and when the loan falls duo in October next to. wholly cease collecting the special rate for interest on the Gas Works loan. And further, by the proper appropriation of the fund accruing from the sale of water either to reduce tho special Water Works Loan rate or the general rate as may be found most expedient. As to the streets and footpaths, especially the latter, they having been so much neglected for several years previous to my being elected Mayor, they will require much attention and outlay in the coming year, so nothing I more than strict economy and good work can be expected in that direc-
