The State of Ireland.
Dublin, February 8. The Hon. J. Morley, in his speech on the occasion of accepting the freedom of the city, ridiculed the idea of settling the quesUou of Home Rule by the counting of purses instead of heads. In Ins opinion the policy of coercion laid down by the Government had utterly failed, and the peasantry had boon compelled to offer defiance. Ho fell sure that peace would not prevail in Ireland until a popular system of riome Rule had keen conceded to the people. Two priests hax'e taken proceedings against Bishop Moran in the Rolls Court with a view to making the rev. gentleman account for £2OOO which the plaintiffs allege he received for the relief of the poor priests in the Ossory
parish. Bishop Moran replica that the money winch came into his possession was intended for generaL-pui-pusc*. hut the petitioners repudiate this assertion, and take the present proceedings on the ground of f,and. February 1. The freeilom or tho city has beun conferred on the Marquis of itipon and the Hon. J. Morley. In the sporohos delivered on the occasion opinions were expressed that the establishment of local government in Ireland would be the best security for unity with the British Empire, a» coercion had boon the cause of disturbance, and had also been the means of perpetual discontent. Mr Morley considered that if an Irish Parliament was conceded it would certainly l>e trusted in dealing with public affairs.
