NEWS BY CABLE.
London, September 81. In the House of Commons yesterday a spirited discussion took place on the action of the Government in proclaiming a Nationalist meeting convened for Sunday next at Ennis, County Clare. In the course of the discussion Mr Dillon declared that the meeting would be held notwithstanding the proclamation, and if bloodshed occurred tho Chief Secretary for Ireland would he answerable for the consequences. In the House of Commons to-day a question was put to the Secretary for the Colonies regarding the statement published on the 26th ultimo that the Pope had announced that the Propaganda, in response to an offer of land from New South Wales, was enlisting missionaries to undertake the civilisation of natives. In reply, Sir Henry Holland said there was no foundation for the statement that such an offer had been made by New South Wales Government for the purposo named. September 2. In the House of Commons to-day Sir Henry Holland, Secretary of State for the Colonies, in reply to a question stated that the Government would treat New Guinea as a settlement under the new British Settlement Act. News to hand from Central Asia states that skirmishes took place on the 6th ultimo near Zulfikar, Northern Afghanistan, between bodies of Herat soldiers and the Russian garrison troops, and that the Russian garrison at Karki, on the Bokharan frontier, is proceeding iu the direction of Herat. September 3. A large force of military and police has been despatched to Ennis, County Clare, in view of the meeting to he held there to-morrow. It is oxpected that fully 40,000 persons will attend tho meeting, which will lie addressed by Mr Billion and other members of Parliament.
New Zealand frozen mutton, prime quality, remains at Bjjd to 4d. Berlin, September 1.
An official bulletin has been issued stating that the Crown Prince is progressing favorably ; his general health is excellent, hut the return of the growth in his throat is not improbable. Absolute rest to the voice and avoidance of cold and damp are imperative. September 3.
It is announced that the Emperor William, tho Czar of Russia, Prince Bismarck, aud Count Kalnuky will meet shortly at Sletin. The Crown Prince has returned to this city from London. Constantinople, September 1.
It is announced that the Porte has agreed to the Russian proposal that General Ernroth should proceed to Eulgaria as sole Regent. September 3.
The Porte has asked the German Government to endeavor to induce England, Austria, and Italy to consent to the mission of the Russian General Ernroth to Bulgaria.
