GERMAN CHANCELLOR.

PEACE TERMS JUSTIFIED. AMSTERDAM, March 20. Hcrtling, speaking n the Reichstag, justified the peace terms imposed upon Russia wth the latter’s consent. It was impossible to discuss the Russian and Roumanian terms with the Entente owng to the enemy’s brutal hypocrisy and untruthfulncss. He continued: “Though we have secured peace in the East, the world’s peace is not yet. There is not the slightest inclination on the part of the Entente powers to abandon the war. Rather an intention is manifested to continue the terrible struggle until we arc destroyed. Wo will not lose courage on this account, for we are prepared for everything and ready for further sacrifices, being as firm as a rock in our confidence in our splendid command'and heroic soldiers. The responsibility for the continuance of the war lies wth the enemy. ’ ’ Loud cheers greeted the speech, mingled with hissing from the extreme Left.
