The Armenian Reforms.
Constantinople, June 21.
The German Emperor stongly advises the Sultan to acquiesce in the demands of the Great Powers for immediate reforms in order to prevent the humiliating position of having them enforced on him.
London, June 21.
Turkey, in reply to the Powers, denies that the Berlin treaty confers the right on the Powers to demand a guarantee for Armenia, and hopes that the Sultan's sovereign rights will not be prejudiced. The Porte accepts the principle of the proposed reforms, but requests further discussion upon details.
