PARLIAMENTARY.
(own correspondent.) Wellington, Monday. In the Legislative Council on Friday Mr Chamberlin moved “ That this , Council is of opinion that New Zealand I desires and requires a protection policy.” The motion was negatived without a division. The Christchurch Loan Validation " Bill was read a third time and passed. In the House on Friday Sir George Grey introduced a Bill providing for the election of Justices of the Peace. Mr Balance moved the second reading of the Land Bill, which is a consolidation measure, with some new clauses added. Mr Balance said he believed there was nothing equal to the perpetual leasing system, but they should not confine themselves to one system. He strongly advocated operations by ballot in the sale of land. Mr Rolleston was glad to find that * the perpetual leasing system was attracting so much attention, and thought that system would answer better than the homestead system. Mr Montgomery advocated the homestead system. After a long debate the second reading was carried on the voices. The Stamp Act Amendment Deceased Persons Estates Duties Amendment Bill, and Counties Act Amendment Bill, were read a second time. The House rose at 1.30.
