CYCLE REGISTER

CHECK TO THIEVING GOVERNMENT MEASURE? FOSS TELE LEGISLATION Cycle dealers in Gisborne are discussing the probability o-f the introduction during the present session of Parliament of a measure dealing with the registration of bicycles along the same line's as that carried out under the motor registration regulations. It is expected in trade circles that the Minister of Transport, the lion. R. Semple, will introduce legislation to this effect.

Such a step has been advocated for several years, particularly in Christchurch, where the ratio of cyclists is one to each 2.(5 of population, this figure being thought to 'be a world's record.

The majority of dealers all over the Dominion would welcome such a stop being taken, particularly as it would act as a check to the activities of cycle thieves. Such offences are ■common in all towns and cities in /the..•.Dominion.' and are ,-veny; difficult to check. Details Not Available

Details of the proposed legislation are not available, but it is expected that registration will be compulsory ■and will be the subject of an amending clause of the transport regulations. It is expected that a nominal fee of Is will be imposed to meet ■the administrative costs of registration. The regulations probably will provide for the issue of licenses for loicyclcs and the Government, it is thought, may even consider the introduction of a third party risk scheme for cyclists, who, at present, have no cover.

Speculation is rife as to what outward farm the registration, will take. In Auckland two years ago the City Council introduced a scheme whereby cyclists registered their machines and were .issued l with registration papers and a number, which was retained. Should the owner dispose of the ■bicycle and purchase another the number was transferred to .the new machine.

The Auckland scheme was found to be a deterrent to cycle thefts and it is possible that the Government scheme will be along the same lines.
