UNREST IN SYRIA
AGITATORS SUPPRESSED ORIGIN OF THE CRISIS DAMASCUS, Feb. 24. The unrest in Syria has been quelled, but it is feared that France cannot spare troops on the necessary to maintain order. The crisis arises from native dissatisfaction with the French failure to ratify the 1936 treaty abolishing the mandate and granting Syrian independence, with guarantees for France's strategic needs. The crisis was precipitated by the Syrian Government issuing an ultimatum declaring that it refused any longer to recognise the French mandate, and demanding control of the Customs and defence and the abolition of religious missions. The new High Commissioner, M. Gabriel Puaux, who succeeded the Comte de Martel last month, immediately proceeded to Damascus. He threatened that troops would occupy the city unless the ultimatum was withdrawn. The Government of Jamil Mardam Bey then resigned and a prominent Nationalist, Mazhar Pasha 'Raslame, formed a new Ministry.
