Japan had no intention of aiming at navy parity with Britain and America declared Rear-Admiral Kanazawa, the chief of the publicity staff of the Japanese Admiralty. , He said that Japan aimed at maintaining a navy of sufficient strength to meet the largest naval force which any single foreign Power hypothetically would be able to send to the Far East. Japan’s Object was to command the Western Pacific seas and .facilitate the smooth execution of _ her national policies and her true ideal of non-menace and non-aggression. Japan wanted a fleet sufficient for defence, but not large enough to undertake offensive operations. This was the basis of the six-year plan building programme entailing the outlay of £72,000,000.
