PLAN FOE COMMON STAND WARNING NOT REPEATED (Reed. Dec. 22, 3 p.m.) LIMA, Dec. 21. A compromise is reported to have been reached between the United States delegation and Argentina enabling the peace declaration to secure unanimous approval by the 21 republics. It is understood that the final draft provides for consultation with all States with a view to resistance when any republic is threatened by aggression. It omits the specific mention of aggression from without the American continents
It was urßed that Argentina desired not to offend her European customers. Nevertheless, the delegates believe that the warning to certain countries in Europe is unmistakable.
