NEGOTIATIONS REOPENED PRAGUE AWAITS RUNCIMAN (Reed. Aug. 3, 3 p.m.) PRAGUE, Aug. 2. The Czech Prime Minister, Dr. Hodza, is officially opening negotiations to-morrow with members of the Sudeten German Party, this coinciding with the arrival of Viscount Runciinan who is to mediate in the negotiations. Meanwhile Polish and Hungarian national groups are preparing a memoranda setting forth the case which the Slovaks have decided to submit to Lord Runcinjan on his arrival. The Republicans, who are the strongest unit of the Government, passed a resolution expressing satisfaction over Britain's contribution to peace.
