LAST BEFORE ELECTION BITUMEN ROADS SOUGHT CLAIM FOR COMPENSATION The final meeting of the Gisborne Borough Council before the triennial election was held last night. There were' present: The Mayor. Mr. D. W. Coleman, M.P., Crs. .H. H. De Costa. J. H. Hall, D. S. Thompson, J. Webb. H. Holmes, H. E. Maude, G. Bradley Smith, and P. W. Bushnell. An apology was tendered on behalf of Cr. N. H. Bull, who was addressing a meeting of electors in the Mayoral campaign. Thirteen signatures were appended to a petition requesting the surfacing of Russell street in bitumen. The petition pointed out that this was the third request since 1936.—The request was referred to the estimates committee.

Nine residents of Upper Ballancc street petitioned for the provision of sufficient money for the continuation of the bitumen surfacing of Ballance street to the borough boundary and for temporary repairs to the footpath. -The request for bitumen surfacing was referred to the estimates committee, and the engineer was instructed to attend to the footpath. Mr. I. D. Bell wrote seeking compensation in respect of damage to clothing through falling on a greasy patch of bitumen in Ormond road.— The Mayor said that he had discussed the matter with the engineer and town clerk, and found that the council was liable'.—lt was decided to make a gram of £2.

The Minister of Transport advisee' that the Government was anxious tha' the number of taxi licenses should be kept at a level which would ensure a reasonable standard of life and working conditions for those engaged in the industry, and asked the council to cooperate by refraining from granting further licenses, except where an increase was justified in order to meet r genuine expansion in business. —The town clerk, Mr. Wm. Jenkins, said he had replied that the maximum number of licenses for Gisborne had not been exceeded.—The town clerk'reply was endorsed.

Messrs. Thos. Moss and Son wrote complaining of a charge of £8 14s lid for reinstatement of roadway and sewer in iChilders road.—lt was decided to make no alteration to the council's previous decision. Messrs. Minnis and Bell, Ormond road, wrote asking that the footpath in front of their shop be bituminised.— It was decided to do the work ii Messrs. Minnis and Bell paid half thr cost.

The Cook Hospital Board advised that the council's share of the hospital levy was £6997, an increase of £452 on last year. Works Committee "Contemplated works:—A list ol contemplated works for the fortnight was submitted by the engineer, Mr. E. R. Thomas, the principal works being the priming of upper Stout street with a coat of bitumen, the priming of one chain in front of Sim and McAra's store, Winter street, and improvement to Belgium terrace.

"Water connection, Mangapapa An application from Mr. H. J. Poole for water connection to his property, Hospital road, was considered, and it is recommended that the application be not approved, as the property is situated outside the reticulated area. "Removal of sand, Wainui Beach.

Cr. Webb reported on behalf of interested iparties that satisfactory arrangements had been with •he collector of customs regarding (he removal of sand from Wainui Beach. In view of this, no further action by the council in regard to access is required.

"Building permit.—Messrs. Rosie ■ind Company applied to sub-divide 'he first floor of their premises by partitions constructed of timber framing and covered with fibrous plaster sheets, and also to erect at the rear of the building a laundry constructed of wood and iron. The committee recommends that approval be granted for the erection of wood frame partitions covered with fibrous plaster sheets, and all other proposed alterations and additions to comply with the borough by-laws in every respect.

"Trees,. Grey street.—The supervising gardener reported that he favoured the request of the Beautifying Association that the English oaks and oriental planes growing in Grey street, near Childers road, be allowed to remain, and the Norfolk Island pines at present interplanted with these trees be used to replace the pines which have died. The supervising gardener considers that these pines, if" carefully lifted and replanted, should do well. The committee recommends that the request of the Beautifying Association should be approved." Administration Committee The question of filling the vacancy caused by the resignation of Mr. C. Percy, was considered by the administration committee, which recommended that an appointment of an engineer's assistant be made and applications invited for the position at a salary of £312 per annum. The reports were adopted.
