EMPIRE SETTLEMENT PLAN CONFERENCE SUGGESTION RESUMING MIGRATION NO GOVERNMENT CONTROL (Elec. Tel. Copyright—United Press Assn.) (Reed. Oct. 13, noon.) LONDON, Oct. 12. A loan of £50,000,000 for Empire settlement was urged at the Guildhall conference on Empire migration by Sir John Wardlaw-Milne, who dealt with the economics of migration. Speakers favoured the establishment of an independent corporation, untrammelled by the Government for the administration of such vast financial resources. Sir John Wardlaw-Milne suggested a full-time authority, backed by a Government loan, working in the Dominions and having power to sanction, capital , loans -for approved schemes, and also controlling annual grants in aid on the present basis of £1,500,000 and under the Empire Settlement Act. The board should also not be bound in the allocation of Dominions' contributions. The conference passed a resolution in favour of an early resumption of migration and urging the British Government to call a conference of the Dominions, and also to establish a non-governmental statutary authority to control migration and extend credit faciilties.
