RABAUL INSPECTION DUTCH EXPERT'S PLAN (Ek'c. To). Copyright—United Press Assn.) ' BRISBANE. July 15. A prominent authority on volcanoes, Dr. E. Stehn. who has been loaned to the Commonwealth Government by the Netherlands East Indies Government 1o examine the volcanoes at Rabaul, arrived to-day en route to New Guinea. When he arrives at Rabaul he will don a gas mask to descend the Vulcan and Matupi craters. He will report whether Rabaul should be suitable as a future capital.
