SPAIN’S BORDERS BRITAIN’S NEW PLANS BELLIGERENT RIGHTS LIMITATION TO SEA BAN ON FOREIGN TROOPS (Kloc. Tol. Copyright— United Press Assn.) (Reed. July 15, 11.15 a.m.) LONDON, July 14.

According to the Daily Telegraph s diplomatic correspondent the British proposals in connection with Spain seek to restore the control scheme in two stages, namely an immediate temporary sea patrol by vessels of the smaller naval Powers, combined with the restoration of land supervision and later either a more formidable naval patrol or placing neutral observers in Spanish ports, possibly combined with the granting of limited belligerent rights and an agreement for the withdrawal of volunteers.

The proposals provide that the naval patrol should be discontinued and replaced by the establishment, with the consent of both Spanish parties of international officers in Spanish ports. The plans also provide for observers in ships visiting Spain, for the immediate restoration of supervision of the land frontiers, for all Governments to recognise belligerent rights on the sea of both Spanish parties and for all foreign nationals to be withdrawn. Britain seeks authorisation immediately to enter into discussions with both sides in Spain.
