Luxford, S.M., to-day held that an offence against the motor regulation in regard to keeping fire plugs clear, arises only when a driver or person in charge completes the operation of stopping or parking, and such person is not responsible if an unauthorised person subsequently moves the vehicle into the prohibited area. If the transport authorities intended otherwise, lie said, they failed to express that intention. He dismissed two charges, being satisfied that some one else had moved the cars to make room l'or themselves, or to enable them to drive away.
