OTTAWA AGREEMENTS CONGRESS DISCUSSION (Per Press Association.) WELLINGTON, this day. The congress of Chambers of Commerce of the British Empire to-day proceeded to deal with inter-imperial trade, an amalgamation of resolutions being moved by Mr. O. Granville Gibson, of Leeds. While welcoming and approving the Ottawa agreements, he maintained and quoted cases to show that; they were working to the disadvantage of England and must be reviewed, in that review, he insisted that business interests must be represented and not pushed aside ns they were when the agreements wore made, but they could not wait for readjustments in all eases, and tho Governments of the Empire should consider certain cases immediately. A resolution was submitted to the effect that, tho ideal to which the policy of Imperial, economic co-opera-tion should be directed was that each partner should extend to others all the advantages that can be offered at, a given moment without detriment 1o the vital requirements of its domestic situat ion.
