STATE OF NAZI ARMY DEFENCE POWER ONLY (Reed. Sept. 19, 12 noon) LISBON, Sept. 18. The German envoy, llerr von Ribbentrop,. to-day denied the probability of a German -war against Russia. "We are strong enough to defend Germany, hut are, far from prepared successfully to start an offensive war," he said. "It Germany ever makes war, it will not, be with an Imperialist aim."
