Geneva reports state that yesterday a large number of delegates had' already assembled for the League Council meeting this afternoon. It will be the first meeting in the new £1,000.0C0 League building. Two of the League's most prominent figures, Renor Madariaga and M. Titnlescu, will be missing, the former on account of the Spanish civil war and the latter because ho has been dropped from tho Rumanian Cabinet and is at. present seriously ill at St. Moritz, the latter factor 'occasioning groundless rumours that he had been poisoned.

M. Litvinov, the Soviet delegate, travelled vis* Warsaw and Vienna, to avoid crossing German territory.

The Spanish Foreign Minister arrived yesterday at. Marseilles en route to Geneva. He. flew from Madrid in a Government aeroplane which has several bullet holes in the wings.

The Geneva correspondent of The Times says that the very composition of the League council .is in the melting pot. There had king been deep satisfaction over the system of permanently excluding certain ungroroped' Powers from representation on the council. The creation of an extra non-permanent seat, however, is not regarded as going sufficiently far. The Manchester Guardian's Geneva correspondent says there has beert much comment about the mysterious last minute addition to (lie agenda of _i lie League of the question of prohibiting, under the provisions of the covenant, the supply of arms and war material to belligerents. Everyone is asking why the question has suddenly been taken up after two years of inaction and at whose instance it has been raised. APPEAL BY SELASSIE CASE AGAINST ITALY (Reed. Sept. 19, 10 a.m.) . LONDON, Sept.' IS. Tho League of Nations Union at a London meeting passed a resolution trusting that Britain would resist any proposal depriving Ethiopia of the right of representation at the League meetings. Haile Selassie's solicitors have telegraphed to the League of Nations stating that they are authorised to apply for convening an extraordinary session of the League to hear the case, of Ethiopia, in the mutter of :i breach of inlernationl law by Italy.
