INTIMATION TO FRANCE OFFER .MADE BY HITLER (Reed. Sept. 17, noon.) PARIS, Sept. 16. Herr Hitler is reported to have told M. Bast-id, the French Minister of Commerce, who is visiting Berlin, that he is willing to limit the German army if France terminates the Soviet pact.
