Reed. 10 a.m. RUGBY, Aug. 19. Admiral Sir George Ohetwode lias been placed on the retired list at his own request. In consequence, Vice-Admiral Sir Charles Forbes has been promoted to the rank of admiral. Rear-Admiral Max Morton has been promoted to viceadmiral and Captain Arthur Kowding is promoted to rear-admiral. a
