REPORTED FRENCH MOVE
REINFORCING GARRISONS STAFF TALKS OPENED LOCARNO TREATY POWERS (ftleo. Tel. Copyright l —United Press Assn.) (Reed. April 16, 11.20 a.m.) LONDON', April 15. The Berlin correspondent of The Times says that the Borsen Zeitung sharply attacks France on the basis of a report published in Le Matin that several French regiments are being mobilised to strengthen the fortress garrisons and reports that the "offensive powers of the troops are now held in readiness at the French north-east frontier." The inference may be drawn that, in view of these measures, Germany will be less ready than ever to give any undertakings regarding the refortification plans in the Rhineland. The staff conversations between the Locarno Treaty Powers opened at London to-day at the Admiralty. The delegates were dressed in civilian clothes and every precaution was taken to discourage public interest in the meeting to which the delegates entered by a side door.
