COMPLAINTS NOT JUSTIFIED CONDUCT IN MANCHURIA TOKIO, July 21. Mr. Hi rota, replying to the Soviet, declares that inquiries have proved that Russia’s complaints are without foundation, illo accuses the Soviet of attempting to mislead public opinion regarding Japanese conduct in Manchuria.
