DIFFERENCE OVER PLEBISCITE (Received July 20, 11.30 a.m.) ATHENS, July 19. Unable to induce the Premier, M. Tsaldaris, to force Republican Ministers to resign or depart from neutrality in the forthcoming plebiscite on the restoration of the monarchy- the Monarchist, deputy-Prcmier Kondylis, has resigned.
