The Daily Telegraph’s diplomatic correspondent says that France and Italy are the prime movers in a proposal to create a new Central European security system, guaranteeing the independence and territorial integrity of Austria through the medium of a six-Power pact formed with the co-operation of Germany, Jugoslavia, Czechoslovakia, and Hungary.
ft is expected that a definite move win be made within, a fortnight. The first essential is a Franco-Italian accord, for which negotiations have been proceeding. I lie moment that the Saar plebiscite has concluded, action will be directed to signing a Franco-Italian pact, but M. Laval will not pay his long-delayed visit to Signor Mussolini until he is satisfied that an agreement is assured. In the meantime, it is hoped that Prince Raul’s new regime in Jugoslavia will create a more favorable atmosphere.
