M. Jevtitch spent nil day endeavoring to form a Cabinet on a broad national basis, but the former political leaders mostly declined to negotiate, except on the basis of the restoration of the old Parliamentary constitution, freedom of the press, and free speech. With the, holding of elections in tiie spring, there is practically no hope of these demands being granted immediately. The opinion is expressed, therefore, that M. Jevtitch will succeed in forming only a provisional Cabinet. u
