VICEROY’S OPTIMISM IMPROVED CONDITIONS (Klee. Tel. Copyright—United Press Assn.) CALCUTTA, Dec. 18. The Viceroy, Lord Willingdou, addressing the British Chambers of Commerce conference, said that India’s credit is higher than for 20 years, due to the improved political situation and the Government’s sound financial policy. He was confident that political stability would continue, and determination to work for success of the new constitutional reforms would result in a continued revival of trade, with increasing prosperity
