BREACH OF OTTAWA
BARTER WITH GERMANY SOUTH AFRICAN SCHEME / (Received December 18, 2 p.m.) • LONDON, Dec. 17. The Wool Federation has appointed a delegation to watch the effects of South American and South African bartering with Germany. It says the scheme is not likely' to affect wool values, hut may temporarily harden the South African market. It adds that the barter may. seriously atfect British exports to South Africa, perhaps infringing the spirit of Ottawa.
