ABYSSINIAN AFFAIRS THE ITALIAN ATTITUDE' (Elec. Tel. Copyright—United Press Assn.) (Received December 17, 2 p.m.) ROME, Dec. 16. Italy, replying to the League to the Abyssinian note, declines to submit to arbitration the Ualual incident. She alleges that the Abyssinian army committed an unprovoked aggression and insists on immediate reparations, including an apology by the provincial Governor, the punishment of the offenders, and an indemnity for killing and wounding Italian native troops.
