FREEDOM OF THE SEAS
WAR-TIME CONDITIONS
AMERICA'S NEW POLICY
NEW YORK, Dec. 15,
The New York Times' Washington correspondent has learned that the 'State Department has prepared a series of recommendations for submission of the President, which, if adopted, will greatly revise America's historical neutrality policies. . It is understood that the President desires as wide powers of discretion in this matter as have been granted him in domestic issues by Congress, which could be immediately made effective in the event of a war not involving this country starting. Details of tho department's ideas are completely lacking, but It is understood that tho paramount issue is freedom of the seas, with serious consideration given to a proposal that the traditional policy should be abandoned to the extent of withdrawing protection from American shipping in danger zones.
